FROM QT TO WK1 not getting qty in valuecontract

experts

I need a solution for  QT to WK1

I have maintained in copy control also....

While doing value contract with reference of quotation,but  in the target document QTY as not copied from source

.........

It showing below error.

Message No. V1 524 - "Only qty 1 BT is allowed (item 000010)"

I have 2 qty in quotation level???
